The city of Toiwake has actually begun considering a non-binding bill that would encourage residents to use smartphones for only two hours per day, excluding work or school hours.
The bill does not impose any legal or financial penalties, meaning it will not be mandatory.
The proposal aims to reduce factors that affect mental and physical health, such as sleep disorders, among users.
The city’s mayor, Masafumi Koki, explained the measure, saying that mobile phones are an indispensable part of our daily lives, but excessive use can cause problems.
The recommendation states that elementary school students should not use smartphones after 9 p.m.
Junior high school and above students should not use smartphones after 10 p.m.
On the other hand, in online criticism, many users said that two hours is a completely unrealistic limit. It should be a personal matter for families. To which the mayor explained that these recommendations are not mandatory, but rather a cautious guideline.
